Structuring Programs for Investment and Impact: What Works in Innovative Workforce Development Finance

As investors increasingly ask how their capital is performing, not just where it is deployed, the 2026 National Community Investment Conference (NCIC) provides a timely opportunity to explore innovative public–private partnerships in workforce development. This lunchtime session will spotlight program models that deliver measurable outcomes for workers, businesses, and investors — and invite insights on how these models can be applied in local contexts.

Complementing lessons shared in Workforce Realigned, Volume II — a collaboration between the Social Finance Institute and the Federal Reserve Banks of Atlanta, Chicago, Philadelphia, and Richmond — this discussion will highlight examples from around the country, including earn‑and‑learn models, capital‑recycling repayment structures, and outcomes‑based approaches. The discussion will highlight:

  • How public-private partnerships can reduce risk and enable more capital for workforce development investments
  • Insights into proven success factors of workforce investment funds and how their performance is measured
  • Practical perspectives on aligning community goals, impact outcomes, and financial performance
  • Opportunities to connect with peers across finance, policy, and community development
